Frank Visco was born in Cervino, Italy, on March 28, 1945, and became a naturalized citizen in 1957.
Frank attended elementary and high school in Syracuse, New York. He attended Onondoga Community College and Syracuse University in Syracuse, New York, completing his Bachelor’s Degree at Golden State University in San Francisco, California, in 1974.
Frank served in the United States Air Force beginning in 1966 and was honorably discharged in 1970. While in the Air Force, he was a recipient of the Freedom Foundation Patriots Award.
He began his insurance career in 1970 with New York Life Insurance Co. as Sales Manager of their Antelope Valley office. From 1975 through 1984, he was a co-owner of Antelope Valley Insurance Agency. From 1978 through 1982, he was a co-owner of APS Co., Inc., which
produced aircraft parts for the aircraft industry in support of stealth fighter programs, as well as the Space Shuttle program. In 1980, in addition to insurance activities, Frank began developing properties in Los Angeles County and Kern County. He is now the President of Visco Financial, Inc., dba Visco Financial Insurance Services.
Frank’s community service activities began in 1970. He has been involved in community service activities assisting various community charitable organizations in their fundraising activities from the YMCA to United Way, as well as Assistance League of the Antelope Valley. Frank also co-chaired the development of the homeless shelter and the Assistance League of Antelope Valley’s new day care center. In 1974, Frank was the co-founder and Charter President of the North Los Angeles County Regional Center for Developmental Disabilities. This quasi-State Agency currently has over 250 employees and an annual budget over $50 million. Frank was also past President of the Palmdale Rotary Club from 1978-1979.
Frank’s political career began in 1974 with his appointment to the Republican State Central Committee. He was a delegate to the Republican National Convention of 1976 supporting Ronald Reagan for President. In addition, he was on the Steering Committee in support of Ronald Reagan for President in 1980 and 1984, as well as being a delegate to the respective National Conventions. In 1987, Frank was elected Vice Chairman of the California Republican party and unanimously elected Chairman in 1989. In 1988, serving as a delegate to the Republican National Convention for George Bush, Frank was given the high honor of being selected as a member of the Electoral College to accomplish the Constitutional duty of electing the President of the United States. Frank served as a delegate to the Republican National
Conventions in 1992, 1996 and 2000.
Frank currently resides in Lancaster, California, as well as Lake Sherwood in Thousand Oaks, California.
